PROPOSED International Opinn Conference.
The United States Government have sent a representative to see me here, and have also written me a note, requesting me to inform you that the Netherlands Government are hesitating about issuing invitations for the conference, and wish to be assured that His Majesty's Government are prepared for its meeting at a definite date in the near future. The United States Government say that the French and German Governments have complied with the conditions laid down by His Majesty's Governments, and have already agreed to the conference meeting in October. The Portuguese Government have intimated that they have every hope of being ready by October, and the Japanese Government consider (sic) that they have informed the Netherlands Government to the same effect. The United States Ambassador in London has already communicated all this to His Majesty's Government. The United States Government ask that, in these circumstances, His Majesty's Government will inform the Netherlands Government as soon as possible that they have no objection to the issue of invitations.

The United States Government state that their Minister at The Hague has suggested that His Majesty's Government do not really wish to see conference meet. The United States Government repudiate this view, and suspect that it is the Netherlands Government who are lacking in zeal. The United States Government know that China is in favour of an early meeting, and for China's sake, as well as on other grounds, they wish me to convey to you that they themselves entertain similar earnest desire.
